Congress: Sunshine Doesn’t Need Protection—Sleep Does!

Open letter to all US Senators and Representatives, emailed the week of 2021 February 22. Citations and visual aids are included at the end.

Dear Honorable Members of Congress,

Please oppose the “Sunshine Protection Act” (extension of DST into winter). Please introduce a “Sleep Protection Act” (restoration of permanent Standard Time) instead. And please join the Sleep Health Caucus. Doing so can improve viral immunity with better sleep, and it will improve school start times with morning daylight.

The American Academy of Sleep Medicine (representing 11,000 accredited clinics, physicians, researchers, and other healthcare professionals) recently established the Congressional Sleep Health Caucus to emphasize the necessity of sleep for public health. It is chaired by Representatives Zoe Lofgren (D-CA) and Rodney Davis (R-IL). Among its goals is to abolish DST (not make it permanent).

Scores of organizations representing thousands of scientists/doctors and millions of teachers/parents oppose seasonal and permanent DST and endorse permanent Standard Time. Among these are the National PTA, National Safety Council, American Academy of Sleep Medicine, American College of Chest Physicians, American College of Occupational & Environmental Medicine, Start School Later, and Society for Research on Biological Rhythms.[AASM]​[CSC]​[ESRS]​[RIVM]​[SRBR]

Sleep is essential to viral immunity (including COVID),[Meira][Panda][Ray & Reddy] and for years the CDC has classified sleep deprivation as an epidemic.[Jin] Springing clocks forward to DST acutely deprives sleep. Leaving clocks forward on DST chronically deprives sleep (at an estimated average of 19 minutes nightly). Artificial delay of sunrise by one hour manifests as statistically significant increases in accidents, in illness and disease (cancers up 12–36%), and in healthcare costs, and as statistically significant decreases in education, in productivity, and in wages (down 3–5%). It’s not just clock change that harms. Scientific polling shows strong public support to end clock change, with slight preference for Standard Time.[AP] History shows public support for permanent DST reverses to opposition once its dark mornings are experienced.[BBC][Ripley][Yorkshire] Permanent DST would delay sunrise in the contiguous US to 9:48am, and past 8am up to 5.5 months. It would disrupt work hours and undo benefits of starting school later.[Cell Press]​[Skeldon & Dijk] Permanent Standard Time keeps most sunrises before 8am, when most work and school starts,[CDC][Silver] for better sleep, immunity, alertness, and productivity.

Please oppose permanent DST. Please support permanent Standard Time and sleep health. Science, medicine, schools, and history will support you.
